Permanent Staff

Under the overall supervision of the Secretary General and Direct supervision of Chief Political Advisor the Presidential Advisor manages the International Secretariat’s support services to the President of the OSCE Parliamentary Assembly in all fields related to OSCE work. In addition, Loic Poulain:

• Serves as focal point within the Secretariat for all matters related to the President’s work, co-ordinating internally and with external partners;


• Serves as support for the Election Observation Department, Mediterranean affairs and General Committee on Political Affairs and Security;


• Serves as Programme Co-ordinator for the Moldova outreach programme;


• Supports the work related to the Mediterranean among other responsibilities.

Poulain joined the International Secretariat in January 2015. A former OSCE PA Research Fellow, he previously worked on electoral assistance and rule of law projects from Washington, DC.

He holds a Master’s degree in international relations from the Institut d'Etudes Politiques de Lyon and also studied at the University of Virginia and Vilnius University.

Working languages: French, English.

Under the overall supervision of the Head of Elections, the Elections Administration Officer manages the International Secretariat’s support to parliamentarians in the field of election observation. In addition, Iryna Sabashuk:

• Provides support to MPs’ appointed to leadership roles within the field of election observation administration and logistics;


• Serves as Deputy of the Head of Elections;


• Supports the South Caucasus and Ukraine outreach programmes, as well as Documents Services.

Sabashuk joined the team of permanent staff of the International Secretariat in May 2011, after undertaking a Research Fellowship with the PA in Copenhagen. Sabashuk has previous work experience in the private sector in the fields of marketing and commerce.

Sabashuk holds two Master’s degrees in international law and English and German philology, as well as Bachelor’s degree in English language and literature from Taras Shevchenko National University of Kyiv.

Working languages: Ukrainian, Russian, English, German and Danish.

The Senior Advisor provides advice and support, including to the Secretary-General and other members of the International Secretariat, on a range of programmatic and parliamentary diplomacy issues. In particular, the Senior Advisor:

• Serves as Director for the General Committee for Political Affairs and Security, working closely with the OSCE’s Forum for Security and Co-operation, Security Committee of the OSCE Permanent Council, and OSCE Conflict Prevention Center.


• Provides advice and support on Assembly activities and initiatives in Central Asia and supports the work of the OSCE PA Special Representative on Central Asia.


• Serves as a Programme Coordinator for Belarus (Eastern Europe).


• Serves as the Programme Coordinator for youth-related activities in the OSCE PA, supporting the work of the OSCE PA Special Representative on Youth Engagement and OSCE PA Network of Young Parliamentarians.

More information: Manuchekhr Salokhudinov joined the OSCE Parliamentary Assembly International Secretariat in August 2019.

He holds a Bachelor's degree in Economics from the Russian-Tajik (Slavonic) University, as well as distinction Master degrees in Global Economics from the Institute of Entrepreneurship and Services in Dushanbe and in Public Administration from the University of Exeter, UK.

Before joining the Secretariat, Salokhudinov worked for several years in the OSCE Programme Office in Dushanbe within the Politico-Military and Human Dimension Departments. His professional experience includes areas of democratization, political dialogue, elections, and security sector reform.

Working languages: (Persian/Dari), Russian, and English.

Under the supervision of the Secretary General, the Head of Operations manages the OSCE PA’s procurement, asset management and security. In addition, Dimitrije Todorić:

• Provides logistical and administrative support before, during and after the Assembly’s statutory meetings;


• Provides administrative support to the Secretary General;


• Provides logistical support to the conference and election teams;


• Provides assistance regarding practical issues with the Danish MFA Protocol Department and other parties related to the Organization and its staff; liaising with the Danish Parliament for organizational, logistical and security matters;


• Serves as finance assistant.

Todorić joined the team of the International Secretariat’s permanent staff in December 2018. His experience includes working for the OSCE Mission to Serbia, the World Bank and the private sector.

Todorić holds a Master’s degree from the University of Belgrade, Serbia.

Working languages: English and Serbian. Good knowledge of Spanish and Portuguese.
