Luís Graça (Portugal) was elected Vice-President of the Assembly at the 2024 Annual Session in Bucharest.

With a background in journalism, Graça is a member of the Portuguese Parliament since 2015. He is currently the Vice-Chair of the Socialist Parliamentary Group for the Environment and Agriculture, as well as the Vice-Chair of the Parliamentary Environment Committee. He serves as a Town Councillor and President of the Faro Municipal Assembly.

In the PA, he serves as a Deputy Head of Portuguese Delegation since 2022. He was the Head of the Portuguese Delegation from 2020 to 2022.

Graça is also a member of the OSCE PA Parliamentary Support Team for Ukraine (PSTU) since 2023, and the Vice-President of the Social Democratic and Socialist Group in the OSCE PA.
