OSCE PA President and Secretary General discuss Navalny case with his Chief of Staff

COPENHAGEN, 31 March 2021 – OSCE Parliamentary Assembly President Peter Lord Bowness (United Kingdom) and Secretary General Roberto Montella met online today with Leonid Volkov, Chief of Staff of jailed Russian opposition leader Alexei Navalny. The meeting focused on Navalny’s current situation following his poisoning in August 2020, rehabilitation in Germany, and subsequent arrest in the Russian Federation. The sides also discussed the protests held in Russia in support of Navalny, upcoming elections, and the OSCE PA’s role in election observation and as a forum for dialogue.

Volkov provided an update on Navalny’s status, pointing out that he is currently serving his 2.5-year sentence in a colony that is known for its harsh conditions. He reported that Navalny’s health conditions are deteriorating and speculated that he might be suffering from sleep deprivation. Volkov also noted that preparations are underway for Duma elections in September, and said that some potential opposition candidates have been arrested or are under house arrest. He also highlighted recent amendments in electoral regulations.

President Bowness thanked Volkov for the update, noting that the PA hopes to observe the Duma elections in September. Secretary General Roberto Montella suggested that discussions continue, including with other leaders of OSCE PA. The Secretary General pointed out that the Assembly has been observing elections in the Russian Federation since 1993 and stated that PA is ready to provide a platform for dialogue with engagement of the PA’s Russian Delegation.
