Special Representative on Artificial Intelligence

OSCE PA President Pia Kauma (Finland) appointed Tine Novak (Slovenia) the Special Representative on Artificial Intelligence in August 2024.

Tasked with co-ordinating with relevant OSCE PA bodies and engaging with other international stakeholders, the Special Representative will track developments in artificial intelligence and propose relevant policies and guidelines to address challenges and leverage the tools provided by AI to enhance security.

Special Representative Novak is a Member of Parliament for the Constituency VIII Electoral district Murska Sobota 2, a position he has held since since 2022.

Novak also serves as Head of the OSCE PA Slovenia Delegation.

 

  

MANDATE

  • Co-ordinate closely with relevant OSCE PA bodies, and in particular the General Committee on Economic Affairs, Science, Technology and Environment, including by exploring the feasibility of establishing a dedicated committee to Artificial Intelligence;
  • Engage with key stakeholders in the AI landscape—including government agencies, private sector entities, academic institutions, and international organizations—to promote a comprehensive security dialogue on AI. Focus on advancing targeted education and enhancing digital literacy to prepare societies for an AI-driven future;
  • Track developments in emerging technologies and propose policy measures to address related security challenges, while leveraging the strengths of AI to enhance collective security;
  • Promote the sharing of knowledge and best practices on AI developments among OSCE parliaments, ensuring that AI development and governance are guided by ethical principles, aligned with human rights, subject to the rule of law, and firmly under human control;
  • Explore how AI can be harnessed to enhance the effectiveness and efficiency of the PA's work.
