GUDRUN KUGLER (AUSTRIA)

OSCE PA President Pia Kauma (Finland) appointed Gudrun Kugler (Austria) the Special Representative on Demographic Change and Security in August 2024.

Gudrun Kugler was elected Vice-President at the 2024 Annual Session in Bucharest. She previously served three terms as Rapporteur of the Second Committee. She also serves as Vice-Chair of the OSCE PA Ad Hoc Committee on Migration.

Serving in the National Council since 2017, Kugler is known for her work on human trafficking and the abolition of the death penalty. As deputy chairwoman of the ÖVP women in the 15th district of Vienna, she is area spokesperson for human rights and for displaced persons.

She has previously served as Councilor in the Vienna City Council and as an advisor to non-profit organizations.

She holds advanced degrees in law and theological studies. In addition to her work with the OSCE PA, on the international stage, she has experience in the United Nations, European Union and Council of Europe.

 

MANDATE

  • Co-ordinate closely with relevant OSCE PA and OSCE bodies – in particular the OSCE PA General Committee on Economic Affairs, Science, Technology and Environment, the OSCE PA Ad Hoc Committee on Migration, the OSCE Economic and Environmental Committee, and the Office of the Co-ordinator of OSCE Economic and Environmental Activities – to evaluate across OSCE participating States the impact of demographic shifts such as population decline, aging, migration patterns, and urbanization on social cohesion, economic stability, and regional security, including the potential for conflict or instability;
  • Engage with national governments, local authorities, relevant international organizations, and local communities to address demographic-related challenges and facilitate co-ordinated responses;
  • Develop and propose targeted recommendations to enhance security in the OSCE region and strengthen the OSCE’s conflict prevention and resolution mechanisms, specifically incorporating demographic factors.
