LUIS GRAÇA (PORTUGAL)
OSCE PA President Pia Kauma (Finland) appointed Luis Graça (Portugal) the Special Representative on South Caucasus in August 2024.
An OSCE PA Vice-President, Graça has been a member of the Portuguese Parliament since 2015. With a background in journalism, he is currently the Vice-Chair of the Socialist Parliamentary Group for the Environment and Agriculture, as well as the Vice-Chair of the Parliamentary Environment Committee. He serves as a Town Councillor and President of the Faro Municipal Assembly.
In the PA, he has served as Deputy Head of Portuguese Delegation since 2022. He was the Head of the Portuguese Delegation from 2020 to 2022.
Graça is also a member of the OSCE PA Parliamentary Support Team for Ukraine (PSTU) and the Vice-President of the Social Democratic and Socialist Group in the OSCE PA.
MANDATE
- Follow the overall political situation and trends in the region, seeking to promote dialogue in all segments of society, in particular at the parliamentary level, in order to encourage reconciliation and rehabilitation, as well as peaceful co-operation in the region.
- Consider ways in which confidence-building measures could be introduced or strengthened, in order to create more favourable conditions conducive to the identification and implementation of political solutions, based on the principles and values of OSCE commitments, as well as international law.
- Work closely with the OSCE Chairmanship and executive structures relevant to the region, in particular the Minsk Group, its Co-chairmanship, as well as the Chairman-in-Office’s Personal Representative on the Conflict Dealt With by the Minsk Group, and follow the developments in the Geneva International Discussions.
- Maintain close contact with the Parliamentary Delegations from the South Caucasus and serving as a focal point for the Assembly’s work in the region.
- Advise the President on developments in the region which warrant the attention of the Assembly.
