(c) Ploner Communications e.U.Gudrun Kugler (Austria) has been Vice-President of the Assembly since 2024.

She is also Special Representative on Demographic Change and Security. Kugler previously served three terms as Rapporteur of the Second Committee and also serves as Vice-Chair of the OSCE PA Ad Hoc Committee on Migration.

Serving in the National Council since 2017, Kugler is known for her work on human rights, human trafficking, and the abolition of the death penalty. She has previously served as Councilor in the Vienna City Council and as an advisor to non-profit organizations.

Kugler holds advanced degrees in law and theological studies. In addition to her work with the OSCE PA, on the international stage, she has experience in the United Nations, European Union, and Council of Europe.
