In meetings with representatives of Finland’s OSCE Chairpersonship, including Edith Vakkilainen, Head of the Finnish Second Dimension Team, and Amb. Bakyt Dzhusupov, Co-ordinator of OSCE Economic and Environmental Activities, discussions focused on issues such as climate change, artificial intelligence, energy security, environmental protection, migration, connectivity, and corruption.

Guliyev provided an overview of the OSCE PA structures and key efforts in the economic and environmental dimension, recalling in particular the “Security in the Age of Artificial Intelligence” OSCE PA Conference held in Lisbon, Portugal, which paved the way to important resolutions adopted during the Bucharest Annual Session and the creation of a new Special Representative on AI.

Vakkilainen and Guliyev discussed the OSCE PA’s priorities, and where these intersect with the Chairpersonship’s programme, including on issues such as addressing the escalating climate crisis and its influence on energy security, water scarcity, and stability in the region. Understanding migration-related challenges in the OSCE context was underlined as important, as was navigating the opportunities and risks posed by AI, and fostering economic development through enhanced co-operation and good governance.

Speaking with Amb. Dzhusupov, Guliyev expressed the PA’s readiness to contribute to the OSCE second dimension events, including the Economic and Environmental Forum. There was also discussion on how to best follow-up on the COP29 (Baku) decisions, including, possibly, by holding a joint event in the near future.
